Arsenal have spoken to Lyon midfielder Houssem Aouar‘s agents “many times” and the France international “would like to join” the Gunners, according to the Guardian‘s Fabrizio Romano.
The Italian journalist says that while personal terms have not been agreed, the player is very open to moving to North London:

In another tweet, Romano said the main stumbling block in any deal remains Lyon’s valuation for Aouar. There have been reports in France that the London club are lining up a €40m (£36m) offer for the 22-year-old, but it is believed his asking price is closer to €60m (£55m).

Even though it seems there is a way to go to find a compromise with Lyon over a fee for the France Under 21 international, it appears the groundwork has already been laid with the player. It would be a massive coup if Arsenal do manage to land the player but much may depend on the Gunners raising funds from player sales to finance the transfer.
