Arsenal and Tottenham have both been offered Lyon midfielder Houssem Aouar, according to transfer expert Fabrizio Romano.
The Italian journalist claims that Spurs have already decided against tabling a bid for the Frenchman while the Gunners have yet to make a decision:

If money is tight, and no other big signings coming, I would take this boy in a heartbeat. Would have had him ahead of odegaard and he can play the 2 iffy positions…lw and Partner to Partey in midfield. Could be a valuable vital player.

The fact that Aouar has been offered to clubs does ring alarm bells. The France international has been a top performer for Lyon but the fact they are trying to give him away suggests there is more going on than meets the eye.
Reports in France indicate there are certain players at Lyon who have attitude problems, including Aouar, but those claims have not been substantiated. Even so, it’s clear that teams are reluctant to take a chance on him.
